Ghana’s decentralization policy has evolved and flourished in many ways over the past three decades. In addition to establishing a sound fiscal framework for local service delivery, local governments now have significant revenue and spending autonomy. Yet, while local planning and municipal service delivery have offered opportunity for citizen engagement, accountability of local governments has remained heavily oriented upwards, rather than towards citizens. Moreover, despite recent improvements in revenue capacity of local governments, outcomes of local and municipal services remain a growing challenge, often blamed on weak local government accountability to citizens.

The World Bank support to the Government of Ghana through the Local Government Capacity Support Project (LGCSP) is rapidly changing the landscape for citizens in holding municipal governments accountable. The Project is helping to improve the relationships between citizens and their municipal assemblies with significant impact on municipal services delivery.
The presenters will talk about Ghana’s local government structure, responsibilities and fiscal capacity, as well as the tools and approaches of the Demand for Accountable Local Governance and Service Delivery work in Ghana. The following questions will be addressed: (i) what instruments and approaches are being utilized? (ii) What difference are these approaches making? What are the game changers?  



Sarah Naa Dedei Agbey is a Development Expert and adept in Governance and Social Accountability issues with over 16 years of experience in the field of development planning in Ghana and abroad. Previously, she worked for Friends of the Earth as a Senior Programmes Officer coordinating Gender and Climate Change activities. Sarah joined The Netherlands Development Organisation in 2005 as a Renewable Energy Expert and was key in setting up the Ghana Alliance for Clean cook stove. In 2013, she, with SNV, won the proposal bid to implement the World Bank Social Accountability project dubbed SPEFA in 46 Metropolitan and Municipal Assemblies. She currently serves as the Project Manager for the SPEFA Project and has supported the reform agenda for Metropolitan and Municipal Assemblies to be accountable to the citizenry. 

Fati Lily Soale is a Deputy Director of Administration in the Ministry of Local Government and Rural Development. She is a Specialist in Urban Governance with over 12 years’ experience in Local Governance and Public Administration. She also coordinates Gender, Child Protection and HIV and AIDS Programs of the Ministry. In 2015, she was appointed the Head of the Social Accountability Unit, with the mandate to provide strategic direction for Social Accountability initiatives of the Local Government Capacity Support and other projects and programs of the Ministry.
