The main focus of the macro evaluation was to analyse the portfolio of DFID social accountability projects, supported from 2011 onwards, to understand what works, for whom, in what contexts and why. Using an innovative mixed method design, the evaluation analysed documentation for a sample of 50 DFID social accountability projects to test hypotheses about what drives improvements in social accountability in different contexts, and what does not. Primarily using secondary data held in DFID’s management information system such as evaluation reports, project reports and business cases as its main source, the methodology combined Qualitative Comparative Analysis with narrative analysis, to draw out learning about what works in different contexts and why.
DFID’s analysis of the 50 different projects operating in a wide range of contexts revealed that social accountability processes almost always lead to better services, with services becoming more accessible and staff attendance improving. During the webinar, Jeremy Holland, the macro evaluation’s Principal Investigator, will present all of the evaluation’s main findings in detail and highlight implications for social accountability programming. Claire Hughes, the Project Director, will give an overview of the robust methodology applied, and which underpins the evaluation findings.

About the speakers
Claire Hughes is a Principal Consultant at Itad, a UK-based company specialising in the provision of monitoring, evaluation and learning services. She leads Itad’s work on Gender and Empowerment. Claire has 20 years’ international development experience, focusing primarily on promoting citizen empowerment, especially the empowerment of women and girls. Before joining Itad, she led work to promote voice and accountability on a large-scale DFID health systems strengthening project in Nigeria. Her current portfolio includes supporting DFID Nigeria’s flagship governance programme to take an adaptive management approach to programme implementation; and leading Itad’s work on measuring social norms change, including through the innovative Voices for Change programme. Claire is the Project Director for the macro evaluation.
Jeremy Holland is a social development consultant with 20 years’ experience working on empowerment and participatory governance, including social accountability initiatives. He has provided training on citizen engagement in budgeting, supported the design of programmes to increase beneficiary feedback and civil society oversight of budgets and service delivery, designed M&E scorecard instruments for service user feedback, and evaluated the relationship between voice/accountability interventions and development impacts. Jeremy has also worked on measuring empowerment with the World Bank and advised DFID on the development of indicators and instruments for measuring voice and accountability. Jeremy is the Principal Investigator and Team Leader for the macro evaluation.
