1. Learning How to Go Local: Reflections and Discussion on Efforts to Strengthen Citizen Engagement in Open Government Partnership

Over the past year, Making All Voices Count (MAVC) and Global Integrity have worked with six grantees in five countries in the Learning to Make All Voices Count program, supporting their efforts to strengthen citizen engagement with the Open Government Partnership, including at the subnational level. During the same time period, OGP has piloted a Subnational Pioneers Program in 15 locations, aiming to bring the OGP process closer to citizens. This workshop is an opportunity for GPSA Forum participants to learn about the innovative subnational work carried about by Global Integrity, MAVC, and OGP, and to reflect on how the experiences of these initiatives might apply to their own work on citizen engagement. An MAVC grantee from the Learning to Make All Voices Count project will kick off the session by giving a brief presentation on what they’ve learned during their MAVC/Global Integrity - supported efforts to strengthen subnational citizen engagement in open government processes. A representative of OGP will then discuss some of the major lessons that have emerged over the course of their year of subnational work. Following these short presentations, MAVC, OGP, and Global Integrity will briefly synthesize the implications of these lessons for the broader community of social accountability practitioners, especially with regard to OGP. We will then jointly facilitate a discussion with the audience, and examine the ways in which they might adapt and apply the lessons from Learning to Make All Voices Count and the Pioneer program in their work, including with respect to the OGP at the subnational level.

2. Cities are Feedback Pioneers: Building Social Accountability Through Closing Feedback Loops

What do people want to make their lives better? Are we helping them get it? If not, what should we do differently? These 3 questions are at the heart of citizen feedback initiatives. Subnational governments are pioneering new ways to ask these questions, listen to the answers, and respond to the feedback they hear. In this session,Feedback Labs and representatives of the Open Government Partnership Steering Committee and Independent Reporting Mechanism will explore how subnational governments like the city of Buenos Aires are moving beyond information provision to have transformative and inclusive conversations with their constituents.

3. Citizen Engagement: Scaling Up Social Accountability for Inclusive Water Services

This session will discuss challenges encountered, lessons learnt and impacts observed in integrating social accountability approaches in the water sector. Panelists have experiences of implementing and operationalizing CE in water sector from different perspectives promising a well-rounded and robust discussion. In 2016, the GPSA and the Water Partnership Program initiated a collaboration to support the operationalization of social accountability approaches in water sector. This collaboration is supporting two projects in the Water sector in Benin and Niger. In Benin, GPSA is working with Helvetas to help advance the social accountability agenda in the water sector by building capacity of citizens as well as government officials. In Niger, in partnership with Search for Common Ground, the GPSA-WPP collaboration is supporting creation of a multi-stakeholder platform to address governance issues in the water sector. In addition to these projects, the collaboration has also supported development of knowledge products including a framework of social accountability specifically for water sector that aims to provide guidance to practitioners aiming to integrate social accountability in the sector. 


4. Advancing Social Accountability Through the World Bank Group’s Citizen Engagement Strategy

The World Bank has placed citizen engagement (CE) as a core tenet of its work, recognizing that citizen and beneficiary participation in the development process is key to achieving results.  Engagement with civil society in this process is an important element of the World Bank’s strategy to promote CE.  The Global Partnership for Social Accountability (GPSA) continues to support CSOs to collaborate with governments in 25 countries to improve transparency and accountability in service delivery.  This session aims to explore the ways for the World Bank and CSOs to work together to push the frontiers of CE by discussing the following questions: How can we link the GPSA experience to CE in World Bank-financed operations?  What CE approaches and tools have been used by CSOs and can they be relevant to World Bank-financed operations?  What are the benefits and challenges for the World Bank and CSOs to work together to advance CE at project level?  And what are the roles CSOs can play in advancing the World Bank’s CE agenda? 

5. Social accountability for Improved Health Delivery

Social accountability practitioners are pushing the frontiers of the field as they work with sectors to improve service delivery. In this session, Concern Universal-Mozambique and members of the WB/GPSA team supporting them will discuss why problem driven social accountability is critical to their approach. They will share their experience integrating social accountability and health. The presenters will discuss the challenges of working in different sub-national political contexts within a country.  They will also reflect on seeding the sustainability of social accountability processes. This session is for practitioners who want to get better at bridging social accountability and health in practice. The conversation will take place in a small-group setting to encourage sharing and discussion.

6. Capacity Development for Collaborative Social Accountability in Fragile Countries

What is the value add of collaborative social accountability processes in difficult contexts with weak state legitimacy and broken social cohesion? And what types of capacities and resources are needed to open up the possibility of supporting such processes? This session proposes a conversation between participants interested in sharing, exchanging and learning about experiences that combine [capacity development for] civil society monitoring with collaborative problem-solving and conflict prevention to rebuild social cohesion. Members of the GPSA team will share insights on the GPSA's new multi-country program to support this kind of social accountability processes, and will facilitate a peer exchange. This session is for practitioners who want to think together about social accountability strategies in difficult contexts. The conversation will take place in a small-group setting to encourage sharing and discussion.
