GPSA Announces Finalists for 2nd Round of Grants
We are happy to announce the selection of 8 projects in Ghana, Uganda, Moldova, DRC, Morocco, Mongolia, Paraguay and Tunisia as finalists for the 2nd round of GPSA grants. The grants, totaling close to US$6 million over the next five years, will help set up projects to tackle poor governance in the health services sector in Moldova, monitor social services in the cash transfer program in Paraguay, and make the budget work for citizens in Ghana, among other things.
Next steps for the finalists include a full due diligence assessment, and preparation of Project Papers for final approval by the Bank's Country Directors. The 8 finalists were selected from a pool of 428 applications, based on technical reviews by an international Roster of Experts. Sierra Leone and Yemen Opt in to the GPSA
The latest countries to send in their opt in letter are Sierra Leone and Yemen. The GPSA now officially counts 37 countries among its opted-in countries. This allows the program to provide direct funding to CSOs operating in their territories. The majority of GPSA countries are in Africa, closely followed by the Latin America and Caribbean region, Eastern Europe and Central Asia, East Asia and the Pacific, Middle East and North Africa, and South Asia. GPSA Coalition Grows to 130 Global Partners
With the endorsement of organizations such as the Avina Foundation, PIANGO, Bertelsmann Foundation, CEBRAP, Article XIX, Transparency International, GuideStar and Google Web Academy the partnership now includes more than 130 Global Partners. And it continues to grow, attracting entities from all over the world and a variety of profiles.
The extensive range of organizations, from CSOs and CSO networks, to foundations, research institutes, international development organizations and also private sector companies from across the world showcases the growing importance and recognition of the idea that social accountability, through its various tools and approaches, is key in solving the most difficult challenges in development. Launch: GPSA Knowledge Platform
The Knowledge Platform, expected to launch in April, aims to serve as the main tool for supporting the learning, networking and knowledge exchange of the GPSA's grantees and of other CSOs working on social accountability in the global south. The GPSA Knowledge Platform offers four functional modules: a knowledge repository, learning activities, a networking space and knowledge exchange forums. More information to come soon.

Social Accountability: What Does Evidence Really Say?

The discussion of social accountability initiatives has increasingly focused on debates over their development impacts. Many conclude that the evidence is mixed. The analytical exercise takes another step, rethinking some of the most influential studies through a new lens: the distinction between tactical and strategic approaches to encouraging citizen voice to contribute to improved public sector performance. While some evaluations focus on bounded, tactical interventions that are based on very optimistic assumptions about the power of information alone to motivate collective action that can influence public sector performance, other studies address multiâ€”pronged strategies that encourage enabling environments for collective action and try to bolster state capacity to actually respond to citizen voice. | Video recording
The Role of Ombudsman Offices in Promoting Good Governance and Effective Service Delivery

Knowledge, Solutions and Social Accountability

In this discussion a successful model of citizen engagement in the audit process was presented: Citizens Participatory Audit (CPA) project in Philippines. Citizen Feedback on NGO work: Lessons learned from GreatNonprofits.org - an online platform to rate NGO performance

With a set-up that is comparable to Yelp, GreatNonprofits.org is the largest content collector and aggregator of beneficiary reviews about social programs implemented by NGOs. On the GreatNonprofits website, users can rate more than 1.8 million social programs from 1.4 million nonprofits in the United States. The platform now hosts over 200,000 reviews. The reviews help more than 20 million users to make decisions about whether to partner with or support non-profit organizations. The user-friendly methodology enables constructive dialogue between NGO staff and the citizens who benefit from their programs; thus, contributing to the transparency and accountability of the NGO sector.
GPSA BBL: Reconceptualizing Accountability in the Developing World through "Accountapreneurship"

Social Accountability: What Does the Evidence Say?

Social accountability strategies try to improve public sector performance by bolstering both citizen engagement and government responsiveness. In practice, social accountability (SAcc) is an evolving umbrella category that includes:
- Citizen monitoring/oversight/feedback on public sector performance
- User-centered public information access/dissemination
- Public complaint and grievance redress mechanisms
- Citizen participation in resource allocation decisions, such as participatory budgeting
- SAcc is one of many good governance strategies â€“ some overlap and are mutually reinforcing
